The supervision and sampling test takes the heavy metal requirements in the EU standard as the main purpose and the detection of plastic toys exported to the EU as the main means of monitoring. The first 32 enterprises in the demonstration area are regarded as an overall monitoring sample, and the enterprises and their products are randomly selected as the monitoring objects, so as to fully understand the familiarity, application and compliance of the enterprises in the demonstration area with the new EU standard, At the same time, according to the differences in heavy metal requirements between countries and regions outside the EU and EU standards, some products exported to the United States are selected for testing, which more comprehensively covers the requirements for heavy metal content in toys all over the world, so as to evaluate the level of quality and safety assurance ability of enterprises in the demonstration area and achieve the effect of risk monitoring.

For this supervision and sampling test, the business departments under the jurisdiction of Dongguan bureau shall dispatch staff to the production site of the sampling enterprise, take samples for inspection by directly taking relevant products from the production line, seal the samples and send them to the technical center of Dongguan inspection and Quarantine Bureau for testing. A total of 16 plastic products from 16 enterprises were tested, of which 12 were tested for heavy metal migration according to the EU en71-3:2013 standard Toy Safety - Part 3: migration of specific elements, and 10 were tested for total lead and soluble heavy metals according to the American ASTM f963-11 Standard Consumer Safety Standard for toy safety. The test items include 129 plastics The test results of 71 coatings, 16 fabrics, paper and other materials are all qualified, and all test values are lower than the detection limit of the instrument.

The results of this supervision and sampling test show that the degree of product quality and safety in the demonstration area is high, and the quality control ability and level, quality integrity and product reliability of enterprises in the demonstration area can still play a leading role in the industry. The reason is closely related to the high level of product quality and safety control of the sampled enterprises. Among the sampled enterprises, all have established a perfect quality management system, obtained ISO9001: 2008 quality management system certification, established key raw and auxiliary material management system and traceability system, most have established laboratories, and the laboratories of some enterprises have also obtained CNAs certification. It is the effective management of quality that makes the quality and safety of products higher.
